Editor Process & Responsibilities

1. Editorial Workflow Overview

1.1. Submission and Pre-Screening

  • All manuscripts are submitted online via the JCHN submission system.

  • The editorial office checks for completeness, adherence to author guidelines, formatting, and compliance with ethical requirements (e.g., IRB approval, consent).

  • A plagiarism check is conducted using Turnitin or a similar tool. Manuscripts with a similarity index above 20% (excluding references) are returned or rejected.

1.2. Assignment to Handling Editor

  • The Editor-in-Chief or Managing Editor assigns the manuscript to a suitable Associate or Section Editor based on subject expertise.

1.3. Peer Review Management

  • The assigned editor selects two or more independent reviewers.

  • The peer review process is double-blind to ensure impartiality.

  • Editors monitor reviewer responses, send reminders, and may assign new reviewers if necessary.

1.4. Editorial Decision

  • The handling editor evaluates reviewer feedback and recommends one of the following:

    • Accept

    • Minor revisions

    • Major revisions

    • Reject

  • The Editor-in-Chief or Designated Senior Editor makes the final decision and communicates it to the author.

1.5. Revisions and Final Acceptance

  • Revised manuscripts are reviewed by the original editor (and reviewers, if necessary).

  • Final decisions are made once all concerns are addressed.

1.6. Copyediting and Publication

  • Accepted articles undergo copyediting, typesetting, and DOI assignment.

  • The editor gives final approval before online publication.


2. Editorial Roles and Responsibilities

2.1. Editor-in-Chief

  • Provides overall leadership and direction for the journal.

  • Ensures the integrity and scientific quality of the publication process.

  • Reviews and approves all final editorial decisions.

  • Oversees policy updates, editorial board development, and ethical compliance.

  • Represents the journal in public, institutional, and indexing partnerships.

2.2. Associate Editors

  • Manage the peer review process for assigned manuscripts.

  • Select appropriate reviewers and assess the quality and consistency of reviews.

  • Make recommendations based on reviewer comments and their own expertise.

  • Ensure timely review turnaround and maintain communication with authors and reviewers.

2.3. Section Editors

  • Oversee specific thematic areas (e.g., community nursing, maternal health, chronic illness).

  • Ensure submissions in their section meet disciplinary and methodological standards.

  • Contribute to reviewer recruitment and topic-specific calls for papers.

2.4. Editorial Board Members

  • Serve as ambassadors for the journal within their academic and professional networks.

  • Provide expert peer review and contribute to special issues or invited content.

  • Recommend and review manuscripts as needed.

  • Support journal promotion, outreach, and capacity-building.


3. Ethical Responsibilities of Editors

Editors must:

  • Maintain neutrality and fairness in all editorial decisions.

  • Ensure confidentiality of manuscripts, peer reviews, and author identities.

  • Disclose any conflicts of interest and recuse themselves from decisions when necessary.

  • Uphold the journal’s plagiarism policy and investigate any misconduct allegations in accordance with COPEguidelines.

  • Avoid coercive citation or favoritism based on personal or institutional affiliations.


4. Timeliness and Responsiveness

Editors are expected to:

  • Acknowledge new submissions within 5 working days.

  • Complete the peer review process within 4–6 weeks, barring exceptions.

  • Maintain ongoing communication with authors, reviewers, and journal staff.

  • Address appeals or complaints from authors in a respectful and evidence-based manner.


5. Editorial Training and Development

  • Editors are encouraged to attend training workshops on:

    • Peer review ethics

    • Open access publishing standards

    • Research integrity and AI in publishing

  • JCHN supports participation in programs by COPE, WAME, or INANE.


6. Use of Artificial Intelligence (AI) by Editors

  • Editors may use AI tools only for administrative or language support (e.g., grammar suggestions or reviewer matching).

  • AI tools must not be used to evaluate scientific content or generate editorial decisions.

  • All AI usage in editorial work must be disclosed and human-supervised.


7. Confidentiality and Data Protection

  • Manuscript files, reviewer identities, and editorial decisions must be securely stored.

  • Editors may not use or share unpublished data from submitted work for personal or professional gain.


8. Editorial Decision Appeals

Authors who disagree with an editorial decision may submit a formal appeal by contacting:

Appeals will be reviewed by the Editor-in-Chief and, if necessary, an independent advisory editor.


9. Updating and Reviewing Editorial Policies

This editorial policy is reviewed annually by the editorial leadership team and updated as needed to reflect evolving standards in scholarly publishing, including COPE, ICMJE, and OASPA recommendations.
